WebBlizzard was already apologetic about Boosts and the special Mount at this past Blizzcon, and acknowledged the harm they have done to TBC. It makes me think they're scrapping boosts for Wotlk, and the chances are faction change are slipping away too. At this point, I think it's more likely that it won't come out in classic wrath. Also Faction changes would just further the faction imbalance, and having a boost to start over on the other faction is a way smaller impact on faction balance than being able to swap all your chars over.
